There is a way under the DNC rules to dump a recalcitrant Biden, but it requires getting 130 members of the DNC (two-thirds of them) to vote to suspend the convention rules at least 30 days out (July 22nd). Then, they (whoever they are) come up with a strategy and plan to persuade a majority of 4,000 delegates on their desired outcome (presumably replacing Biden AND Harris with. . . .?). And with Biden loyalist Jaime Harrison (SC) chair this process. Ain't happening. Enjoy the bed you made, Democrats.

Danielle, you're forgetting some VERY important process/procedural and financial obstacles to Rutabaga leaving:
1) Biden for President campaign money CANNOT legally be turned over to any other campaign. Might as well just set fire to it. Harris can't use it, Newsome can't use it. PACs are a different matter, but BFP probably has, or has spent, $1 billion already.
2) OH has a hard/fast rule that the candidates must be named by August 7. The Democrats admitted as much, agreed, and said they would hold a virtual nomination BEFORE that date. So Ds have 34 days.
If they don't, OH leaves the D presidential line blank. This ensures primary level turnout in November. It guarantees Bernie Moreno wins the Senate seat and Rs probably pick up 1-2 House seats with such low D turnout. They win every downticket race in the state. Nationally, the Ds would see a dropoff of about 1.4m voters (based on 2020) from OH.
3) Oct. 7 is an even bigger obstacle: EARLY AND ABSENTEE BALLOTS must go out by that day in order for them to be returned by Nov. 5. But that's not the deadline. They must be printed first (add 1 week to 10 days), but that's not the deadline. They must be RETURNED from the campaigns and candidates who proofread them first, but that's not the deadline. Before they can be read and proofread they must be printed and mockups sent out to the campaigns AROUND SEPTEMBER 1 or AUG 25, depending on the 3,000 counties that actually handle ballot printing.
4) Every day that passes without ballots "out there" is a day Democrats don't have to cheat, to ballot harvest, or to "find" voters. In 2020 they had almost FIVE MONTHS due to Covid.
5) State laws vary, but in some states such as OH, if the name at the top of the EARLY ballot is different than the name on the Election Day ballot, the EARLY ballots are not counted. Now, VT counts the "party," not the person, so if Rutabaga is on the early ballots and Harris is on ED, they all get counted. Still, the shortfall from all those states who disqualify changed top lines? MASSIVE.
6) However the Democrats fiddle with this, Trump is on track for a victory of 320 t0 400 (yes, you read that right) EVs.
You raise really important points. My only quibble (other than EVs, because 🤷♀️), is that I understand as his running mate, Kamala Harris can have the dough.
